Assigned to the Committee on Trade, Customs, and Immigration Matters, focusing on strengthening Namibia's trade frameworks and border cooperation.

I am honored to accept this assignment to the Committee on Trade, Customs, and Immigration Matters of the Pan-African Parliament. This appointment represents not only a personal responsibility but also an opportunity to advance Namibia's interests within the broader context of African economic integration.

The Mandate

The Committee on Trade, Customs, and Immigration Matters plays a crucial role in shaping policies that affect millions of Africans. Our work directly impacts:

- Trade facilitation across African borders

- Customs harmonization to reduce barriers to commerce

- Immigration policies that balance security with the free movement of people

- Implementation of the AfCFTA at the practical level

Namibia's Strategic Interests

As Namibia's representative on this committee, I bring several key priorities:

Regional Integration: Namibia's geographic position makes us a natural gateway for Southern African trade. We must leverage this position to facilitate commerce while ensuring our national interests are protected.

Trade Diversification: Moving beyond traditional export commodities to value-added products requires supportive trade policies and market access. This committee provides a platform to advocate for frameworks that enable such diversification.

Border Efficiency: Streamlining customs procedures at our borders with Angola, Botswana, South Africa, Zambia, and Zimbabwe is essential for reducing trade costs and improving competitiveness.

Youth and SME Empowerment: Trade policies must create opportunities for young entrepreneurs and small businesses, not just benefit large corporations.

Committee Priorities

Working with my distinguished colleagues from across the continent, I will focus on:

# 1. Customs Modernization

Promoting the adoption of digital customs systems that reduce clearance times, enhance transparency, and minimize opportunities for corruption.

# 2. Trade Facilitation

Advocating for simplified procedures, harmonized documentation, and coordinated border management that makes cross-border trade accessible to businesses of all sizes.

# 3. Immigration Reform

Developing policies that facilitate the legitimate movement of people for business, education, and tourism while maintaining security standards.

# 4. Capacity Building

Ensuring that customs officials, border personnel, and trade facilitators have the training and resources needed to implement modern trade practices.

The AfCFTA Opportunity

The African Continental Free Trade Area represents the most ambitious economic integration project in Africa's history. However, its success depends on the practical work of committees like ours.

We must move beyond rhetoric to implementation—from signing agreements to building the infrastructure, systems, and capacity that make trade integration a daily reality for African businesses and consumers.

Accountability and Transparency

I commit to:

- Regular reporting to the Namibian Parliament on committee activities

- Consultation with Namibian stakeholders on trade policy matters

- Transparency in all committee deliberations and decisions

- Evidence-based advocacy grounded in research and stakeholder input

Conclusion

This assignment comes at a critical moment for African trade integration. The decisions we make in this committee will shape economic opportunities for the next generation of Africans.

I approach this responsibility with humility, determination, and a clear focus on advancing both Namibia's interests and the broader goal of African prosperity through economic integration.
